New York DMV Permit Test Guide 2026: Ages, Test Format, and Requirements

New York State’s DMV licenses drivers statewide; New York City offices are among the busiest in the country, so reserve appointments online. Note that New York City proper has its own quirks (street cleaning, alternate-side parking) that appear in the state manual.

• Minimum age: 16.
• Knowledge test: 20 questions; you must answer 14 correctly, including at least 2 of the 4 road-sign questions. The dual threshold trips up more testers than the raw score suggests.
• Vision test at the DMV, or submit a vision-test report from a licensed provider.
• Fee: application fee plus the driver-license fee varies by region (NYC costs more than upstate).

Before the road test, every New York driver under 18 must complete:
